ONE/Northwest's Flexible Work Schedule Policy
In late 2003, ONE/Northwest developed a Flexible Work Schedule Policy to address some issues our staff were feeling as workers, as parents and as partners. We believe that our Flexible Work Schedule Policy will help us increase employee satisfaction, maintain personal and career sustainability, and promote long-term employee retention. We offer this information to the broader environmental community in hopes that it will serve as a useful model.
1. Hours of Work
ONE/Northwests standard work schedule is 40 hours per week and 8 hours per day unless otherwise established by the Executive Director. The workweek begins on Monday and ends on Sunday. Days and hours scheduled to work may vary according to job requirements and the needs of the organization.
2. Flex Time
Flex-time: Flextime is a work schedule which allows employees to work hours that are not within the standard 8:00 AM to 5:00 PM range, while maintaining a high level of service during the organization's peak operating hours (typically 10:00 AM to 3:00 PM). With a flextime schedule, non-exempt employees are still subject to all requirements of the Fair Labor Standards Act. Employees who are exempt from FLSA are expected to work whatever number of hours are required in order to accomplish their duties and may be permitted to set their own schedules.
Compressed work week: Employees working compressed work weeks work a 40 hour week, but in a non-traditional manner, i.e. not working from 9am to 5 pm Monday through Friday. This could be working four 10 hour days Monday through Thursday, or working nine 9 hour days over a two week period and then taking every other Friday off, or some other combination that averages out to 40 hours per week.
ONE/Northwest encourages supervisors and managers to permit employees to alter their workday schedule to meet family/dependent care needs whenever it is possible to do so without compromising ONE/Northwests goals. Compressed work week and flex-time schedules must meet the following requirements:
Operational requirements of ONE/Northwest must be met; service to ONE/Northwests client organizations must be maintained or improved.
Costs to ONE/Northwest will not be increased.
All full time employees must work a 40-hour week. Flex time and compressed work weeks are only available to ONE/Northwest employees working full-time. Holidays may shorten work weeks to less than 40 hours, but must be applied to within the same pay period within which they fall. For example, an employee working a schedule with four 10-hour days could work 32 hours over a three-day period during a holiday week, or 32 hours over a four day period, but they must work 32 hours in the week in which the holiday occurs and may not roll over the holiday to the next week or bank that day for future usage.
Employees working a compressed work week schedule are expected to work 40 hours in a week. Time spent eating lunch does not count toward this 40 hour goal.
Employees must get prior approval from the Executive Director before starting a flextime or compressed work week schedule and this schedule must be in writing, which will be added to the employees personnel file. Decisions regarding flextime and compressed work weeks will be made by the Executive Director, whose decisions are final and binding.
Employees must keep the same flextime or compressed work week schedule for at least three months, preferably longer. However, this policy recognizes that emergency and/or unusual situations arise therefore there is some flexibility allowed to the employee. Any and all changes to an employees schedule should be approved by the Executive Director and communicated to the rest of the staff.
Employees must let other employees know, via email and by posting it on the group calendar, what their schedule is for the aforementioned three month period.
Flextime and compressed work weeks are not available to full time employees with less than one year of employment at ONE/Northwest, unless specifically authorized in writing by the Executive Director.
Each office or operation must be covered during normal business hours, defined as being from 9am until 5 pm, Monday through Friday.
Flexible work schedules must not diminish the ability of ONE/Northwest to assign responsibility and accountability to individual employees. Abuse of flexible work schedule policies, or neglect or abrogation of duties can result in revocation of permission to work these schedule(s) if deemed appropriate by the Executive Director.
Staff working under a flexible work schedule must communicate regularly with their fellow employees, especially in regard to any potential changes, temporary or permanent, in their schedule.
In positions where a flexible work schedule is permitted, requests from employees for any type of change in work schedule or work hours will be considered on the basis of the above standards and the workload of the employee.
